The Delegation finds that the sport of mixed martial arts has grown in popularity over the past few years. Collectively, there were over ten (10) mixed martial arts competition events on Saipan over the years. Such activities should be regulated and be licensed. Neither the statute nor the promulgated rules and regulations take into account the sport of mixed martial arts. In the interest of protecting contestants, the Delegation finds that it is necessary to establish new statutes and rules and regulations to incorporate the sport of mixed martial arts, and as well as updating any existing provisions related to boxing or wrestling.

The purpose of this Act is to appropriate $42,000.00 llected from the local license fees for pachinko slot machines and poker machines for subsistence allowances for dialysis and cancer patients from the Second Senatorial District and for the operation of the Tinian Legislative Delegation under the Senate Leadership.
